Jiang Zhuoer: The key provisions of the CLARITY Act raise doubts about concessions, and the prospects for the procedural vote on September 16 are unclear

The founder of Liebit Mining Pool, Jiang Zhuoer, posted on platform X stating that although the Republican Party has released a new version of the CLARITY Act text and claims to have "conceded 80% of the disputed clauses," the actual concession is about 60%, and the concessions on key clauses are insufficient.

For example, regarding the ethical clauses, the Democrats require restrictions on officials, spouses, children, and related entities, but the new text only concedes to restrict officials and spouses, excluding children and related entities; regarding the prosecution clauses, state attorneys general are granted the right to sue, but only to prosecute exchanges for listing non-compliant tokens, and cannot sue the Department of Justice for failure to enforce the law, nor can they sue the President himself.

He believes that such concessions lack substantive meaning for the Democrats, and with the midterm elections approaching, the Democrats have no reason to give Trump this political gift at this time. He assesses that the procedural vote on September 16 at 2:15 has almost no hope of passing, and if the CLARITY Act vote fails, it is likely to mark the beginning of a correction after the recent rise in Bitcoin.
