first_img CFTC Chairman: Refrigerators can stake ETH and issue Memecoin

Michael Selig, the Chairman of the U.S. Commodity Futures Trading Commission, stated at the CFTC's inaugural Frontier Forum in Washington that imagining a refrigerator autonomously purchasing groceries with funds from staked ETH, or even issuing its own Memecoin, "is no longer science fiction." He believes that when AI agents can hold assets and execute trades autonomously, regulators must make adjustments.Selig pointed out that the CFTC's regulatory framework is built around executing specific financial functions concerning "identifiable market participants," but autonomous software is raising questions about how these rules apply. He proposed that if AI agents identify trading opportunities and execute trades for users, their developers may need to register, who is responsible when the agent goes out of control, how regulators know for whom the agent is trading, and whether a new type of "Know Your Agent" rule, referred to as KYA, is necessary.Selig also mentioned that AI could provide smaller traders and businesses with risk management capabilities that were previously only available to large institutions, but greater autonomy also brings new risks: agents may react unexpectedly to market conditions, agents using similar models may exhibit correlated trading behaviors, and the speed of autonomous trading could complicate market regulation and risk management. Animoca Brands Chairman Yat Siu recently expressed similar concerns to Cointelegraph; Coinbase launched Agentic Wallets in February, and Binance introduced AI Agent Skills in March, allowing agents to trade within user-defined parameters or provide spot order tools.

Chairman of the Financial Services Commission of Korea: Taxation on virtual assets must fully consider multiple factors, the digital asset bill has entered the final negotiation stage

According to a report by the Korean News Agency, Lee Won-ik, Chairman of the Financial Services Commission, stated during a comprehensive inspection at the National Assembly's Political Affairs Committee regarding the taxation of virtual assets to be implemented next year, "Various circumstances need to be fully considered." On the same day, People Power Party member Song Yeon-sik questioned whether to abolish or postpone the taxation, stating that the nature of digital assets and policy direction have not yet been determined, and that the "Basic Law on Digital Assets" should be prioritized. Lee Won-ik responded that the relevant legislation on digital assets is in the final negotiation stage and discussions will be promoted as soon as possible; regarding taxation, opinions from various parties are diverse, and collection of opinions is still ongoing. The taxation of virtual assets in South Korea was introduced in 2020 through amendments to the Income Tax Act, having been postponed three times previously. The government is currently advancing administrative procedures according to the timeline for implementation in January next year, but some in the industry and even within the ruling party believe that due to unclear standards and insufficient infrastructure, the timing for implementation is not yet mature.

first_img U.S. SEC Chairman: Plans to Establish a Framework for Cryptocurrency Asset Custody

The Chairman of the U.S. Securities and Exchange Commission (SEC), Paul Atkins, issued a statement saying that the Commission proposed a plan this week to fill the regulatory gap regarding the custody of cryptocurrency assets by investment advisors and funds, providing a clear custody framework and compliance path for an asset class with increasing client demand.Atkins stated that the existing custody rules under the Investment Advisers Act of 1940 and the Investment Company Act of 1940 were established before the advent of the internet, primarily targeting traditional assets and requiring the use of approved custodians. The custody capabilities for new cryptocurrency assets often lag behind the launch of the assets by several months. This proposal aims to address this issue while updating the custody rules for advisors and regulated funds that have not been revised for decades to align with current industry practices and feedback. The statement noted that this proposal is part of the SEC's regulatory framework for cryptocurrency assets. Related efforts include stopping the replacement of regulation with enforcement, issuing a no-action letter regarding the pilot program for the tokenization of securities by custodial trust companies by December 2025, publishing a classification description for tokenized securities in January 2026, and subsequent initiatives regarding the securities attributes of cryptocurrency assets, broker registration, Regulation Crypto Assets, and innovative exemptions for trading tokenized NMS stocks. Atkins indicated that more regulatory proposals will be forthcoming.
