According to a report by Financial Associated Press, Microsoft announced on October 26 local time that it will offer a voluntary severance compensation plan to approximately 60,000 employees to reduce costs and adjust its workforce for the AI era. More than a quarter of the total employee count is eligible, marking the company's third round of workforce adjustments this year.A spokesperson stated that some vice presidents and below in the United States, Canada, India, and the United Kingdom are eligible to apply, and those who accept the plan will receive benefits similar to standard severance packages. According to informed sources, departments such as Xbox, Windows, Copilot, and finance will fully participate, while some employees in data centers, sales, marketing, cybersecurity, and quantum computing will not be eligible. Chief Human Resources Officer Amy Coleman mentioned in an internal letter that the plan provides an option for employees considering leaving to transition with the company's support, and it is another way for departments to adjust their teams. The spokesperson also noted that if top talent accepts the plan, the company will attempt to retain them in some cases. In April this year, Microsoft launched its first voluntary retirement program for about 8,750 eligible U.S. employees, with over 30% ultimately accepting; in July, it announced layoffs of approximately 4,800 people, accounting for about 2.1% of the total workforce. The spokesperson expects the number of acceptances this time to be far less than the voluntary retirement program. As of the end of June, Microsoft had a total of 223,000 employees. According to the financial report on July 29, capital expenditures for the fourth quarter of fiscal year 2026 were $41 billion, a year-on-year increase of about 70%, and capital expenditures for the first quarter of fiscal year 2027 are expected to be about $50 billion.

first_img White House crypto advisor Patrick Witt resigns, Clarity Act legislation stalled

According to The Block, there has been another personnel change at the White House regarding digital asset regulation, as Patrick Witt has concluded his term as the White House Chief Crypto Advisor. A White House official stated in an email to The Block on Wednesday that Witt's "detail has expired" and expressed gratitude for his work during the Trump administration, wishing him success in the future. Previously, Crypto In America reporter Eleanor Terrett reported that Witt was an employee of the Department of Defense and held a temporary position on the White House Crypto Council.Witt, in his role as Executive Director of the President's Advisory Council on Digital Assets, led the Washington effort to push for the broad crypto legislation known as the Clarity Act. The House version of the bill was passed over a year ago, after which he was responsible for coordinating negotiations in the Senate. However, the Senate version faces multiple obstacles, including disagreements between the banking sector and the crypto industry on the treatment of stablecoin rewards, as well as how to address the conflicts of interest arising from President Trump's substantial crypto assets. The latter became a major reason why the bill failed to pass its first procedural vote last month, as Democrats were concerned that the relevant provisions would not be enforceable, since decisions on whether to take enforcement action against the president would be made by the Department of Justice rather than the states.Witt is the third high-level crypto official to leave the White House. David Sacks, who was in charge of crypto and artificial intelligence affairs, departed in March, stating that his 130-day term as a special government employee had ended; Witt's deputy director, Harry Jung, also left in July.

first_img SEC Commissioner Hester Peirce will resign on October 2

Hester Peirce, a commissioner of the U.S. Securities and Exchange Commission (SEC), announced she will resign on October 2. She published her resignation letter on social media platform X on Friday, revealing this date. Peirce is known in the industry as "Crypto Mom," having long advocated for clear rules for the crypto industry. During the tenures of Jay Clayton and Gary Gensler as chairmen, the SEC took a tough enforcement stance on crypto, while she continued to push for industry regulation. During the Trump administration, she was involved in rule-making and was appointed last year to lead the newly established SEC crypto working group. Her work in crypto encompasses policy statements and guidance on areas such as mining, staking, and meme coins, with the most important aspect being the classification and definition of various crypto assets to clarify regulatory jurisdiction. Recently, the SEC began proposing formal rules, the first being "Regulation Crypto Assets," which establishes a framework for issuing crypto assets that does not trigger strict securities regulation. The SEC also opened a path for tokenization of securities, known as "innovation exemptions," to initiate the era of securities tokenization with a five-year limited period.Peirce will become an associate professor at Regent University School of Law. After her departure, the SEC will have only two commissioners left, Atkins and Mark Uyeda, and the rules allow the two to constitute a quorum. On the same day, the SEC released a frequently asked questions document on crypto assets, addressing how to avoid triggering the "necessary managerial efforts" determination when marketing tokens, and discussing issues such as when staking receipt tokens and secondary markets are considered "promoters" of investment contracts.

Data: In 18 instances of tracking resignations, the price of the currency dropped in 15 instances three months later

Based on RootData's character and X influence data, and combined with market samples from 28 projects that launched on Binance Spot in the past two years, the dynamics of individuals and project performance show a noteworthy accompanying relationship. In terms of onboarding, among the 24 projects where character and influence data can be matched, in the months where 77 projects recorded new member entries, 65 saw a month-on-month increase in X influence, accounting for 84.4%, which is higher than the 67.4% in months without recorded new members. Anthropic researcher resigns, stating that AI may go out of control next year

Anthropic researcher Jacob Coxon announced his resignation and is preparing to leave the AI industry. He has conducted pre-training research at OpenAI and Anthropic over the past three years. He pointed out that neither company has responsibly advanced AI and are competing to create superintelligence that can continue to enhance its own capabilities, "betting our lives on it."He switched from OpenAI to Anthropic this year because the latter places more emphasis on model safety. Coxon acknowledged that Anthropic's safety work is serious, but believes that as long as companies are racing to be the first to create AGI (artificial general intelligence that surpasses humans in a wide range of tasks), safety compromises are unavoidable, and self-discipline from a single company cannot solve the problem. His assessment of the two companies is: many people inside OpenAI still do not truly realize how great this risk is; Anthropic knows the risks but believes others are unreliable, so they must create it themselves first.Coxon stated that some AI practitioners are much more pessimistic privately than they express publicly, and are even worried that AI could destroy humanity before the end of this decade. He personally judges that in the most radical scenario, AI could go out of control by the end of next year, so such decisions should not be made solely by the engineers of a few companies.

The president of American Bitcoin, a Bitcoin mining company associated with Trump, has resigned to join an AI energy infrastructure company

According to CoinDesk, American Bitcoin (ABTC), a Bitcoin mining company associated with the Trump family, announced that President and interim Chief Financial Officer (CFO) Matt Prusak will leave on August 4 to join AI and energy infrastructure company Giga Energy as Chief Business Officer and interim CFO.Prusak stated that after "years of building the Bitcoin business," he will shift to the upstream energy infrastructure sector, focusing on the current power supply issues that limit the development of Bitcoin mining and AI computing.American Bitcoin was co-founded by Eric Trump and supported by Hut 8, and it is a publicly traded Bitcoin mining company listed on NASDAQ. Prusak was previously responsible for driving the company's Bitcoin accumulation strategy, including expanding hash power and increasing the BTC holdings per share.Giga Energy, headquartered in Houston, primarily develops power equipment and AI data center infrastructure. The company stated that it has delivered over 6.5GW of power infrastructure and is developing over 500MW of AI data center capacity.Industry insiders believe that Prusak's transition reflects the accelerating migration of the Bitcoin mining industry towards the AI infrastructure sector. As competition in the mining business intensifies and profit margins are pressured, more mining companies are beginning to leverage their own power resources, land reserves, and data center capabilities to enter the AI computing infrastructure market. As large tech companies compete for power and data center capacity, energy supply has become a core bottleneck for the expansion of AI computing, and companies with the ability to integrate power resources are gaining more attention.
