Grayscale: U.S. cryptocurrency regulation can still advance without the CLARITY Act

The head of research at digital asset management company Grayscale, Zach Pandl, stated in an analysis that even if Congress fails to pass the CLARITY Act this year, U.S. crypto regulation can still advance in areas such as stablecoins, token issuance, tokenized securities, and perpetual futures.U.S. President Donald Trump signed the GENIUS Act on July 18, 2025, establishing a regulatory framework for the issuance of payment stablecoins. The act requires issuers to provide sufficient reserves and publicly disclose the composition of reserves monthly, prohibiting misleading claims that tokens are federally insured, backed by the U.S. government, or considered legal tender. The U.S. Securities and Exchange Commission (SEC) proposed Regulation Crypto Assets, which aims to allow eligible projects to raise no more than $5 million over four years, or no more than $75 million every 12 months. Relevant exemptions and investment contract safe harbors are still in the proposal stage, with the public comment submission deadline set for October 20.The recent procedural milestone for the CLARITY Act was the termination debate vote on the motion to advance held on September 15, which requires 60 votes to pass and is not the final vote. Grayscale stated that the act would still help clarify the division of regulatory authority between the SEC and the Commodity Futures Trading Commission (CFTC), but its failure to pass would not halt the regulatory measures already in progress.

Strive's preferred stock scale approaches 1 billion USD, Gemini approved for full MPI license in Singapore

After approval, Gemini will be allowed to compliantly provide digital payment tokens (DPT) and compliant cross-border remittance clearing services within Singapore, further solidifying its compliance center layout in the Asia-Pacific region.OSL Group partners with Waka to facilitate stablecoin settlements for trade corridors between Africa and the world: Hong Kong-listed stablecoin payment and trading platform OSL Group (00863.HK) announced a deep cooperation with the payment platform Waka, which connects emerging market liquidity and clearing networks. OSL will deeply integrate institutional-level infrastructure covering stablecoin to USD and USD-native payment capabilities into Waka's clearing system, focusing on empowering seamless cross-border clearing and corporate settlement needs for major trade corridors between Africa and the world.

Data: YZi Labs ranked as the second largest active family office globally in August, participating in 10 financing rounds with a total scale of 42.1 million USD

According to the disclosure by Family Office New Intelligence, data service provider FINTRX tracking shows that in August, family offices participated in a total of 109 transactions, with the total disclosed financing amount reaching 16.9 billion USD. Among these, follow-on financing rounds, where family offices continued to invest in companies they already hold, accounted for 27% of the transaction count. This indicates that, compared to continuing to invest in existing projects, family offices are more active in seeking and investing in new projects. The most active institution in August was a16z Perennial.a16z Perennial was established in 2022 and is a joint family office under the venture capital firm Andreessen Horowitz, providing wealth management and investment services for its core partners Marc Andreessen and Ben Horowitz, as well as the entrepreneurs they support. As of the end of 2025, a16z Perennial manages approximately 2.74 billion USD in regulated assets. In August, a16z Perennial participated in a total of 17 transactions, ranking first; the total disclosed scale of the related financing rounds reached approximately 10.45 billion USD.Ranking second is YZi Labs, founded by Binance founder Changpeng Zhao. YZi Labs manages over 10 billion USD in assets globally, with investment coverage including Web3, artificial intelligence, and healthcare, and invests in startups at various stages of development. In August, YZi Labs participated in 10 transactions, second only to a16z Perennial; however, the total scale of the financing rounds involved in these transactions was 42.1 million USD, largely appearing in large financing rounds of several hundred million or even several billion USD.It should be noted that the amounts mentioned above refer to the total financing scale of all investors in the related financing rounds, rather than the actual investment amount of the family offices themselves. Due to the strong privacy of family office investments, it is usually difficult to obtain the specific investment amount of a single family office in each transaction.
