WalletConnect Report: Global Cryptocurrency Regulation Enters Implementation Stage, DeFi Remains the Largest Unresolved Area

WalletConnect released a 68-page report titled "Current Status of Policy, Compliance, and Regulation," outlining global regulatory progress in areas such as payments, DeFi, trading, custody, and tokenization. The report indicates that discussions on cryptocurrency regulation in major markets have shifted from "whether to regulate" to "how to implement," with relevant frameworks transitioning from legislation to actual enforcement at different speeds, but cross-border rules remain highly fragmented.The report points out that the European Union's Markets in Crypto-Assets Regulation (MiCA) will be fully applicable from December 2024, with the national transition period ending on July 1, 2026; currently, there are about 330 authorized crypto asset service providers in the ESMA temporary register, and over 1,000 companies that were reported to have failed to obtain authorization before the deadline prior to MiCA's implementation. Hong Kong will issue the first batch of stablecoin issuer licenses in April 2026, and Japan's revised Payment Services Act will take effect in June of the same year. Although the U.S. GENIUS Act has become law, the relevant system will not be fully effective until January 18, 2027, and broader market structure legislation is still pending.WalletConnect states that jurisdictions are increasingly adopting a "regulated touchpoint responsibility" model, meaning that issuers and service providers must still fulfill anti-money laundering, sanctions screening, travel rule, and record-keeping obligations when interacting with self-custody addresses. Tools such as sanctions screening, on-chain analysis, address control verification, and reusable identity credentials have been used in some businesses, demonstrating that compliance and self-custody are not mutually exclusive; however, how to regulate decentralized software and protocols remains unresolved, and DeFi continues to be a major frontier issue for global regulation.

Data: The euro stablecoin added 156 million USD this year, while the supply of US dollar stablecoins has nearly stagnated

According to Cryptopolitan, the latest data from Token Terminal shows that the supply of euro stablecoins reached $848.1 million on September 7, marking an annual growth of approximately 22.6%, with a net increase of about $156 million. In the same period, US dollar stablecoins only saw a net increase of about $159 million, but their base was as high as $298.5 billion, which is 350 times the market size of euro stablecoins.In terms of market concentration, EURC and EURCV together account for 82% of the euro stablecoin supply, with EURCV issued by SG-Forge, a digital asset subsidiary of Société Générale, holding a MiCA-compliant license and accounting for 19.6%. It is the first stablecoin led by a licensed European bank subsidiary.In terms of on-chain distribution, Ethereum absorbed about $125 million of the incremental supply this year, achieving a market share of 69.4%; Solana added about $30 million, with a market share of 14.7%; together, they contributed almost all of the annual increment. Base, on the other hand, saw a decline, dropping from $73.9 million to $58.7 million. Analysis indicates that the growth of euro stablecoins is primarily driven by supply from issuers rather than demand from users, and liquidity for euro trading pairs in DeFi lending pools and perpetual contracts remains weak, with the supply-demand gap yet to be bridged.

Apple faces a $2.7 billion class action lawsuit: accused of unfair application tracking rules against third-party developers, gaining improper advantages in its own advertising ecosystem

According to a report by Reuters, Apple Inc. is facing a class-action lawsuit in London, with claims amounting to £2 billion (approximately $2.7 billion). The lawsuit was filed today in the London Competition Appeal Tribunal by Ann Pope, a former senior official of the UK's Competition and Markets Authority, representing app developers.The core allegation is that Apple's "App Tracking Transparency" (ATT) feature, launched in 2021, imposes stricter restrictions on third-party developers than on its own services, giving Apple's own advertising ecosystem an unfair competitive advantage. Ann Pope stated that Apple's policies "have caused very significant harm to businesses that rely on Apple as a gatekeeper."Since its launch, the ATT feature has been a focal point of concern for global regulators for several years. Apple's official stance is that the feature is designed to allow users to control whether to permit apps to track their activities across other companies and websites.However, the plaintiffs argue that the actual enforcement of this rule has a double standard—tracking requests from third-party apps require strict pop-up authorization, while Apple's own personalized ads and services can bypass the same restrictions. This lawsuit represents the latest legal challenge Apple faces regarding its ATT policy and is the first large-scale private antitrust lawsuit initiated in the UK market against Apple's app ecosystem rules following scrutiny from regulators in the EU, the US, and several other countries.

Google's Senior Director of Supply Chain Infrastructure, Nikhil Cherian, revealed that to overcome memory bottlenecks, Google is developing software and hardware solutions and dismantling retired servers to recycle DDR4 components to establish an internal recycling supply chain. Google has designed special hardware adapters to connect the previous generation DDR4 to the new generation of AI servers while importing retired servers to remove their DDR4 modules for recycling.Cherian stated that the AI industry has rapidly shifted from being compute-constrained to memory-constrained, with high-performance memory accounting for about 75% of the bill of materials cost for a given AI server. A Goldman Sachs report indicated that memory prices will continue to rise in the third quarter, with personal computer DRAM prices expected to increase by 18% to 23% and server DRAM prices expected to rise by 13% to 18%. Trendforce data shows that in August, the spot market prices for DDR4 8GB and DDR5 8GB rose to $142 and $133, respectively.The two TPU ASICs launched by Google this year have been optimized for memory design, claiming to reduce memory demand to one-sixth of the original. The TPU8i chip features a dedicated layered memory design that relies on a high-speed DDR5 memory architecture to perform host-level tasks, with each chip equipped with 288GB of HBM3e high-bandwidth memory.
