According to the Wall Street Journal, after nearly a year of freezing hiring, several large companies in the United States have begun to rehire, with railway giant CSX and Google's parent company Alphabet recently indicating plans to recruit to support growth targets or seize emerging technology opportunities. Over the past year and a half, large employers have generally reduced white-collar positions, partly due to economic uncertainty and partly based on the judgment that reducing staff can lead to faster growth and that AI can take on more work. However, some executives now state that the costs and limitations of AI actually require an increase in personnel.The report states that Booz Allen's Chief Operating Officer Kristine Martin Anderson indicated that the company needs to accelerate hiring, as it cut thousands of positions last year amid a contraction in federal contracts, with a total headcount of about 30,900 as of June 30, a year-on-year decrease of 7.5%. Sarah Franklin, CEO of the HR platform Lattice, stated that many companies had paused hiring for junior positions due to expectations that AI would take over jobs, but now realize that even with programming agents, they still need to hire engineers and are currently re-hiring a large number of junior positions. At the same time, layoffs in the U.S. have slowed, with initial jobless claims recently dropping to the lowest level since 1969.

According to a report by The Information citing informed sources, a Shanghai state-owned company whose name has not been disclosed has begun producing domestically-made immersion DUV lithography machines, planning to manufacture about 5 units this year and increase to about 20 units by 2027. The first batch of equipment will be delivered to major foundries such as SMIC, Hua Hong Semiconductor, and ChangXin Technology, but the equipment still needs to undergo verification for accuracy, stability, and production line compatibility, a process that may take several months or even longer.Currently, most components of the equipment come from domestic sources, but some key parts still rely on Japan, and the performance and manufacturing quality lag behind ASML. In comparison, ASML is set to deliver about 131 immersion DUV lithography machines as early as 2025. Although domestic equipment has made the leap from prototype testing to small-scale production, there is still a significant gap before it can replace ASML on a large scale. Previously, Reuters reported that the U.S. is considering tightening restrictions on the export of lithography equipment to China and on maintenance services in China, and the delivery of domestic equipment coincides with this backdrop.

In Europe, after the transition period of MiCA ended, the total number of licensed institutions increased to 294, although the number of new licenses has slowed down, institutional participation remains strong.In terms of investment and financing, the cryptocurrency industry recorded a total of 16 financing events last week, highly concentrated in the infrastructure sector: among them, Alpaca completed a $135 million financing to enhance tokenized securities and AI financial infrastructure; Flex completed a $70 million financing to further expand its stablecoin cross-border payment network, continuously confirming the capital market's long-term optimism towards digital financial infrastructure. The Japanese Senate passed a revised version of the Financial Instruments and Exchange Act, applying a 20% tax rate on crypto assets and lifting the ban on ETFs

According to Japanese media reports, the Japanese Senate officially voted today to pass the revised "Financial Instruments and Exchange Act." This amendment marks the formal inclusion of crypto assets (virtual currencies) into the regulatory scope of financial products, no longer limited to the constraints of the "Funds Settlement Act" as a means of payment.In terms of regulation and investor protection, the new rules introduce an insider trading regulatory mechanism for the crypto market, while also accepting oversight from monitoring committees such as those for securities trading. Additionally, the law significantly increases the penalties for unlicensed operators, with the maximum sentence raised from 3 years to 10 years in prison, and the maximum fine increased to 10 million yen. This revised legislation is expected to be officially implemented by July 2027.In terms of taxation and investment channels, the new rules clarify several significant policy changes. Starting from January 2028, the tax rate on profits from crypto asset trading in Japan will be reduced from the current maximum of 55% comprehensive taxation to a unified tax rate of 20%, the same as for stocks (separate declaration taxation). Furthermore, the Japanese market is also expected to officially lift the ban on crypto asset ETFs during the same period, with various securities institutions already beginning preparations for related entry matters.
