Visa announced its third-quarter financial report for fiscal year 2026, with revenue of $11.6 billion, a year-on-year increase of 14%. Payment transaction volume, cross-border transaction volume, and processed transactions all achieved double-digit growth. In the earnings call, Visa outlined its stablecoin strategy, stating that it is actively investing in various levels of the stablecoin stack, including blockchain, issuance, wallets, infrastructure, and applications. The company announced its membership in the OpenStandard alliance, which plans to issue the OpenUSD stablecoin for global capital flow.The Visa stablecoin platform will provide partners with stablecoin settlement, on-chain wallet-as-a-service infrastructure, and exchange services between fiat and stablecoins, initially supporting OpenUSD. The platform will also integrate with Pismo to provide tokenized deposit support for financial institutions and plans to introduce third-party tokenized deposit infrastructure providers in the future. Visa views stablecoins and AI as complementary technologies, believing that "agent commerce will expand the reachable market and drive future growth." Cross-border transaction volume increased by 13% year-on-year, while processed transaction volume grew by 10%.

The FATF has released the seventh update report on the implementation of virtual asset standards, calling for the closure of regulatory gaps

According to the latest report released by the Financial Action Task Force (FATF), FATF conducted the seventh special assessment of the implementation of Recommendation 15 (R.15) across global jurisdictions. The report indicates that since the last update in 2025, countries have continued to advance in the regulation of virtual assets (VA) and virtual asset service providers (VASP), including conducting risk assessments, improving licensing and registration frameworks, implementing travel rules, and strengthening law enforcement actions.However, the report also points out that significant gaps still exist, mainly reflected in: the difficulty in effectively translating risk assessment results into mitigation measures, insufficient implementation of licensing and registration frameworks, challenges in identifying VASP activity subjects, and inadequate effectiveness of risk-based supervision and law enforcement. In terms of emerging risks, the report focuses on the following areas: the exacerbation of the "industrialization" trend of organized crime groups using virtual assets to commit fraud, the rising risk of stablecoin abuse, risks associated with non-custodial wallet peer-to-peer (P2P) transactions, offshore VASPs operating outside of regulation, and ongoing challenges in the DeFi sector. FATF calls for the public and private sectors to jointly strengthen the implementation of R.15, enhance risk mitigation capabilities, and deepen domestic, international, and public-private cooperation mechanisms.

On the first anniversary of the signing of the GENIUS Act, the prospects of Tether USDT in the U.S. market face uncertainty. The act has a three-year compliance grace period, with about two years remaining, after which non-compliant stablecoins will not be able to trade on U.S. crypto platforms.According to Tether's latest disclosure, about 25% of USDT reserves are still allocated to assets such as precious metals, loans, and Bitcoin, which do not meet the requirements of the GENIUS Act. The act requires issuers to fully back their stablecoins with high liquidity assets such as cash and U.S. Treasury bonds. Tether CEO Ardoino promised compliance last year, and the company has launched the USAT stablecoin for the U.S. market through Anchorage Digital this year, but usage remains low.There is a divergence in the legal community regarding the compliance timeline for foreign issuers. Some lawyers believe that foreign issuers must immediately comply with freezing and seizure orders when the act takes effect (expected next January), but they have about two years to meet the remaining requirements. The policy director of Anchorage Digital stated that institutional users will transition to compliant stablecoins before the 2028 deadline. Currently, federal regulators have not finalized the implementation details of the GENIUS Act, and companies have no specific regulations to follow. Tether has not responded to CoinDesk's request for comments on compliance progress.

Standard Chartered Bank: Maintains Bitcoin target price of $100,000, Strategy of selling coins is not a worsening risk

According to The Block, Standard Chartered stated that it maintains its price prediction of Bitcoin reaching $100,000 by the end of 2026. The recent market decline triggered by movements related to Strategy (formerly MicroStrategy) is not due to a deterioration of the company's balance sheet, but rather a failure of the strategic adjustments to be fully understood by the market.Geoffrey Kendrick, Global Head of Digital Asset Research at Standard Chartered, pointed out in a report that Strategy's recent behavior is disrupting short-term market expectations for Bitcoin. The market had previously accepted the narrative of the company "never selling Bitcoin," but now Strategy seems to be shifting towards a more complex capital operation model. Whether this change can be clearly communicated will determine when market pressure eases.Currently, Strategy holds 843,775 Bitcoins, accounting for over 4% of the total supply of 21 million Bitcoins. Between 2020 and mid-2025, Strategy's mNAV (market value/Bitcoin asset value) has remained above 1, allowing the company to finance Bitcoin purchases through stock issuance and achieve shareholder value growth.The commitment to "never sell Bitcoin" is the core of this model gaining market recognition. However, as the current mNAV approaches 1, the leverage effect of this financing model is weakening. Kendrick believes that Strategy is transitioning from a "Bitcoin accumulation tool" to a "Bitcoin credit support tool," meaning it holds Bitcoin as the credit basis for its perpetual preferred stock STRC.STRC currently has a scale of about $10 billion, making it the largest financial instrument launched by Strategy, with an annualized dividend yield of 12%, paid in cash every half month, and its price maintained around the $100 par value through an interest rate adjustment mechanism. Standard Chartered stated that STRC is currently trading at about $90, while Strategy has a dollar reserve of about $2.55 billion for paying dividends, which can cover approximately 17.4 months of dividend expenses.Kendrick stated that the policy adjustment allowing the sale of Bitcoin does not necessarily mean the company will continue to sell. He believes that as long as the market believes the new capital structure arrangement can stabilize the STRC price, Strategy may not actually need to sell Bitcoin. He likened this mechanism to a central bank's commitment to "take action no matter what": restoring market confidence alone may mean that actual intervention might not occur at all.

Chainalysis plans to launch an on-chain tracking standard system, proposing an "address clustering ontology" to unify blockchain forensic methods

According to CoinDesk, blockchain analysis company Chainalysis has released a new methodological proposal aimed at establishing a unified on-chain fund tracking standard framework for law enforcement agencies and investigators, to identify address clusters and determine their possible control relationships.The proposal defines the on-chain analysis structure in the form of "ontology," focusing on systematically breaking down the currently unstandardized concept of "cluster" in the industry into wallet segments and functional roles, and describing on-chain relationships through a two-layer structure: the first layer defines the transaction graph structure, and the second layer assesses inference confidence.Chainalysis stated that the framework aims to enhance the interpretability and legal applicability of on-chain forensic methods, and is designed and validated based on its practical experience in relevant cases within the U.S. Department of Justice, including the analytical application in the mixing service Bitcoin Fog case.The company's Chief Scientist Jacob Illum pointed out that the goal of the proposal is to answer "on what evidence basis can these addresses be considered to belong to the same entity," while emphasizing that on-chain analysis itself cannot directly identify the ultimate user identity and still requires legal investigative methods combined with centralized entities such as exchanges.Chainalysis indicated that the standard proposal is currently open for discussion within the industry, hoping to promote the formation of more unified technical specifications for on-chain analysis methods in the fields of law enforcement and compliance.
