Anthropic CEO published a lengthy response to safety concerns, stating that it is necessary to stay at the forefront of technology

Anthropic recently submitted a draft AI safety bill to U.S. lawmakers, which has been questioned by U.S. AI safety advocates. The draft sets a high threshold for the government to urgently halt dangerous models, requiring that risks involve scenarios such as biological weapons, cyberattacks, or AI going out of control, and potentially causing more than 50 deaths or serious injuries, or losses exceeding $1 billion; some provisions may also limit state government regulatory authority.Nathan Calvin, the strategic head of the AI safety organization Encode, subsequently compiled Anthropic's decisions over the past year. In February of this year, the company modified its previously strict safety policy: it had previously committed to pausing training or releases if safety measures did not keep pace with model capabilities, but the new policy no longer requires the company to independently halt R&D at higher risk stages, citing that competitors might take advantage of the opportunity. During the same period, the company invested heavily in computing power, formed a chip team, and allowed Claude to take on more AI R&D tasks. On October 21, Anthropic CEO Dario Amodei posted a lengthy rebuttal on X. He acknowledged that the company had made some mistakes but insisted that competing for cutting-edge AI capabilities did not violate its safety mission, stating that the company adheres to a race-to-the-top approach, believing that only by staying at the forefront of technology can it drive the industry to raise safety standards. He listed nine safety decisions that had cost the company commercially, including restricting the Mythos-level model's open access for months and strictly limiting biology-related requests. The safety roadmap updated by the company on October 19 states that existing policies mainly target the deployment of dangerous models, and in the future, it may be necessary to directly limit the speed of R&D, with plans to propose relevant policy options by January 15, 2027, or explain why none were proposed.

This week's macro outlook: Jensen Huang appears at NVIDIA GTC, the Federal Reserve enters a quiet period, and Meta and Tesla's earnings reports become the market focus

Last week, U.S. tech stocks experienced a significant pullback, with the Nasdaq dropping over 4% for the week. The market is digesting stronger-than-expected inflation data while reassessing the narrative that "the economy cannot be crushed." The Federal Reserve has entered its quiet period ahead of the FOMC meeting on October 28, with officials absent from public statements. This week, more attention will be on the earnings reports of tech giants and economic data, with Meta and Tesla set to announce their results, and the semiconductor and storage sectors also entering their earnings disclosure window. On the geopolitical front, Trump has suspended the full sanctions and tariff enforcement against Russia and set a roughly 60-day assessment window. Disruptions in shipping through the Strait of Hormuz and escalating risks in the Middle East continue to support oil price premiums. On the agenda, the Nvidia GTC Berlin conference opens on Tuesday and runs until the 22nd; on Wednesday, the U.S. will release API and EIA crude oil inventory data for the week ending October 16. In the evening, Beijing time, Nvidia CEO Jensen Huang will deliver a keynote speech, followed by earnings reports from Meta, Tesla, IBM, and Lam Research after the market closes. On Thursday, the U.S. will announce initial jobless claims for the week ending October 17. Before the market opens, Nokia will release its earnings report, and after the market closes, Western Digital and MaxLinear will announce their earnings. On Friday, the U.S. will release the preliminary values for the October S&P Global Manufacturing and Services PMIs, as well as the final value of the University of Michigan Consumer Confidence Index and the final value of one-year inflation expectations. On the same day, Japan will also release its September CPI and preliminary values for the October composite, manufacturing, and services PMIs, allowing the market to observe the price situation ahead of the Bank of Japan's decision on October 30.

first_img GTA 6 trailer now Dacity Coin, the same named Solana Meme coin skyrocketed 2900%

On Thursday, Rockstar released the trailer for the launch of "GTA 6," in which an airplane's fuselage is printed with the words "DacityCoin AudaCity," and a character ignites a neon pink flare on the wing. The term "Dacity Coin" appears for only about two seconds but triggers a surge in on-chain transactions. Within an hour of the trailer's release, a meme coin of the same name on Solana skyrocketed 2900% from a market value of $104,000, reaching a peak of $3.18 million. Since the token was created five days before the trailer was released, traders had ample time to buy in before the surge. The birth of this token stems from game footage of "GTA 6" leaked by the notorious Rockstar hacker "Cyberleek," which featured Dacity Coin, though only a few traders noticed at the time. The coin launched on October 11 on the Solana new listing platform Pump.fun, with its market value briefly soaring to $1.14 million, then falling back to $144,700 and consolidating until it surged again on Thursday. According to DEX Screener data, 24 traders made over $10,000 in profit on this token, with the highest earner turning $1,912 into $44,000. Currently, Dacity's market value is $1.5 million, down about 53% from its peak of $3.18 million.According to the GTA wiki, the game's protagonist, Lucia, is asked to promote the AudaCity brand with parachuting stunts and attract investment for Dacity Coin. If true, the game seems to satirize the various extreme performances that meme coin creators have conducted over the years to promote their tokens. There have been precedents for similar situations: in February 2025, "Fortnite" introduced a fictional cryptocurrency called Dill Bits, after which a real token of the same name appeared on Solana, peaking at a market value of $4.78 million before plummeting 96%; in April of the same year, Epic Games CEO Tim Sweeney called it a scam, after which the coin surged 2700% and then dropped 82% within days. Rockstar has yet to respond regarding Dacity Coin.

first_img Jensen Huang: The U.S. and China should strengthen dialogue on artificial intelligence and jointly promote safe development

NVIDIA's CEO Jensen Huang told CNBC that the company must collaborate with Chinese artificial intelligence companies to monitor related risks. In a media briefing in London on Wednesday evening, he stated that both parties should work together to safely advance technological development. Huang mentioned that artificial intelligence poses potential dangers and indicated that he maintains ongoing dialogue with many researchers in China.Huang believes that the way to collaborate with Chinese artificial intelligence companies is through dialogue and emphasized the need to strengthen this dialogue. He stated that the United States should do this and also advocated for the United Kingdom to take the same approach. The page noted that OpenAI CEO Sam Altman and Anthropic CEO Dario Amodei advocate for increased regulation, while Huang has become a prominent voice opposing this stance. In recent months, researchers from laboratories including OpenAI and Anthropic have called for a slowdown in technological development and warned of risks to human survival. The page also mentioned that U.S. Treasury Secretary Scott Bessent discussed U.S.-China artificial intelligence dialogue with Chinese counterpart He Lifeng in September, covering communication channels for events up to the national security level. The Chinese side reported that Xi Jinping pointed out that there may be competition between China and the U.S. in artificial intelligence, but the space for cooperation may be larger, and both sides can continue to exchange views on risks and benefits to jointly prevent abuse. Huang stated that the UK, with its intellectual capital, is well-positioned to become the convener of relevant dialogue. The related market data showed that NVIDIA's stock price fell by $3.95, a decrease of 1.78%.
