first_img 22 companies oppose OKX's listing of tokenized stock platform with Intercontinental Exchange

According to a report by Reuters, as of Friday, 22 companies have submitted objections against listing their U.S. stocks in tokenized form on the tokenized stock platform OKXICE, jointly launched by OKX and the Intercontinental Exchange, the parent company of the New York Stock Exchange. The latest batch of companies opposing includes Wells Fargo, Arm Holdings, and Intuit, following Microsoft and Alphabet, the parent company of Google, who joined the opposition the previous week. Among the 22 companies mentioned, 16 are listed on Nasdaq, while only 6 are listed on the New York Stock Exchange.Nasdaq issued guidance in September regarding the U.S. Securities and Exchange Commission's innovation exemption mechanism, reminding issuers that "they must be cautious about their own participation," and stated that the consequences for liquidity, price discovery, and long-term shareholder value may not become apparent until the experiment has progressed for some time. Andrew Cuomo, co-chairman of OKXICE and former governor of New York, indicated that more objections are expected for the joint venture platform, as companies wish to avoid being among the first to test this stock model.Earlier this month, the joint venture platform submitted documents to the U.S. Securities and Exchange Commission, planning to provide tokenized stock listings for 62 companies. Cointelegraph sought comments on Intuit's decision to withdraw from the plan but did not receive an immediate response; spokespeople for Wells Fargo and Arm Holdings declined to comment.

first_img Franklin Templeton completes the final regulatory procedures before the listing of the Bitcoin dividend ETF

According to Bitcoin Magazine, Franklin Templeton, with assets under management of $1.7 trillion, has completed the final regulatory procedure before listing two ETFs that convert stock dividends into Bitcoin. On October 22, the company submitted Form 8-A to the U.S. Securities and Exchange Commission to register shares of the Franklin US Equity Bitcoin DRIP Index ETF and the Franklin US Innovation Bitcoin DRIP Index ETF for trading on NASDAQ. The prospectus submitted on the same day indicates an effective date of October 27. These two funds were first filed in June of this year, with codes and fees not disclosed at that time. The stock fund code is FBEQ, which tracks the VettaFi US Large-Cap 500 Bitcoin DRIP Index. This index holds the 500 largest companies in the U.S. by market capitalization, weighted by free float. As of September 30, it actually held 499 stocks, with a concentration in the information technology sector. The fund's initial allocation is 95% stocks and 5% Bitcoin, with regular or special dividends distributed by companies being used to purchase Bitcoin at the opening of the next trading day after the ex-dividend date, increasing the Bitcoin allocation with each dividend payment.During quarterly rebalancing, any Bitcoin allocation exceeding 5% will be reduced to 4.5%; if the Bitcoin allocation exceeds 20% between two rebalancing periods, it will be brought down to 4.5% within two trading days, with the funds flowing back into stocks. The fund does not directly hold on-chain Bitcoin but gains exposure through Bitcoin exchange-traded products (including its own spot fund), futures and options, or depository receipts, with some achieved through a subsidiary in the Cayman Islands. The FBEQ fee is 0.09%, with no 12b-1 fees, managed by Franklin Advisory Services, and Franklin Templeton Institutional serves as a sub-advisor. The innovation fund employs the same mechanism, tracking the VettaFi US Innovation 100 Bitcoin DRIP Index, with components from the 100 largest non-financial companies listed on NASDAQ.Franklin Templeton had previously filed for a spot Bitcoin ETF in September 2023 and launched it in January 2024 under the code EZBC; in April of this year, it acquired 250 Digital and established an institutional digital asset department, Franklin Crypto. These two DRIP funds extend the strategy to investors who will not purchase Bitcoin on their own.

first_img Elice, an AI infrastructure company, hit the upper limit on the second day of its listing, but is still below the issue price

According to a report by the Korean Economic Daily on October 21, Elice Group, an AI infrastructure company providing AI cloud and educational and office software, saw a significant rebound the day after its listing on the KOSDAQ. The report stated that even if the price reached the limit increase for the day, the stock price would still be below the issue price.Bloomberg reported on October 20 that Elice fell about 32% on its first day of trading, becoming a case of weakened confidence in so-called new cloud companies, and noted that it was at the center of the debate regarding AI company valuations and their ability to realize those valuations. Reuters stated that the sharp drop again raised market concerns about the sustainability of large investments in AI infrastructure and the investment recovery cycle. CNBC reported that the impact of the listing performance has spread to U.S. data center-related stocks. The scale of this public offering was $150 million, and the company plans to use the listing funds for the construction of modular data centers and related infrastructure.

first_img SEC approves the listing of exchanges for binary options based on KPI as the underlying asset

On October 13, Paul S. Atkins, Chairman of the U.S. Securities and Exchange Commission (SEC), issued a statement announcing that the Commission voted that day to approve a proposed rule change by a certain securities exchange, allowing for the listing of binary options based on specific key performance indicators (KPIs) reported by certain stock issuers.According to the approval order, these binary KPI options will be listed and traded on the securities exchange, classified as cash-settled, European-style, standardized options, and recognized as NMS securities, protected under securities law. Their listing and trading methods will be largely similar to existing standardized non-binary options and will be subject to the exchange's rules regarding customer accounts, margin, trading halts, auction mechanisms, market maker designations and quoting obligations, order types, validity periods, and order instructions. The approval order only covers the aforementioned specific binary option contracts traded on exchanges that comply with securities law and the listing and trading of standardized securities options, and does not involve similar products that are based on the same KPIs but have different structures. The statement also noted that the approval order does not address or exclude the jurisdiction of the U.S. Commodity Futures Trading Commission (CFTC) over contracts based on the same KPIs but designed to fall under its jurisdiction.

first_img The U.S. OCC released a report on de-banking, listing cryptocurrency activities within the scope of banking restrictions

The Office of the Comptroller of the Currency (OCC) released a report on de-banking on Wednesday, pointing out that some banks had established "public and non-public policies" to restrict services to multiple industries, including oil and gas, tobacco, firearms, and digital assets. This report was issued based on an executive order signed by President Trump in August 2025, aimed at preventing what it calls "illegal de-banking" practices. The OCC stated that many institutions also imposed restrictions on digital asset businesses, involving issuers, exchanges, or management agencies, often citing financial crime considerations as justification. However, this 47-page report did not provide specific de-banking cases related to digital asset activities. The OCC noted that based on a review of nine large banks, it "could not fully quantify the overall scale of de-banking or alleged de-banking activities," with the agency's head, Jonathan Gould, primarily discussing claims of de-banking related to coal and firearms.Gould stated that these decisions were not based on financial risk; banks cited concerns about negative news, public protests, and the potential reputational consequences of supporting related industries. In November 2024, more than 30 executives from the technology and cryptocurrency industries claimed they were denied banking services, informally referring to it as "Operation Chokepoint 2." Trump's executive order in 2025 came after industry-related calls, following allegations that the Biden administration might influence financial institutions to cut off certain services to cryptocurrency companies.
