WalletConnect Report: Global Cryptocurrency Regulation Enters Implementation Stage, DeFi Remains the Largest Unresolved Area

WalletConnect released a 68-page report titled "Current Status of Policy, Compliance, and Regulation," outlining global regulatory progress in areas such as payments, DeFi, trading, custody, and tokenization. The report indicates that discussions on cryptocurrency regulation in major markets have shifted from "whether to regulate" to "how to implement," with relevant frameworks transitioning from legislation to actual enforcement at different speeds, but cross-border rules remain highly fragmented.The report points out that the European Union's Markets in Crypto-Assets Regulation (MiCA) will be fully applicable from December 2024, with the national transition period ending on July 1, 2026; currently, there are about 330 authorized crypto asset service providers in the ESMA temporary register, and over 1,000 companies that were reported to have failed to obtain authorization before the deadline prior to MiCA's implementation. Hong Kong will issue the first batch of stablecoin issuer licenses in April 2026, and Japan's revised Payment Services Act will take effect in June of the same year. Although the U.S. GENIUS Act has become law, the relevant system will not be fully effective until January 18, 2027, and broader market structure legislation is still pending.WalletConnect states that jurisdictions are increasingly adopting a "regulated touchpoint responsibility" model, meaning that issuers and service providers must still fulfill anti-money laundering, sanctions screening, travel rule, and record-keeping obligations when interacting with self-custody addresses. Tools such as sanctions screening, on-chain analysis, address control verification, and reusable identity credentials have been used in some businesses, demonstrating that compliance and self-custody are not mutually exclusive; however, how to regulate decentralized software and protocols remains unresolved, and DeFi continues to be a major frontier issue for global regulation.

first_img Metaplanet CEO responds to equity incentive doubts, shareholders say key issues remain unresolved

The CEO of Bitcoin Reserve Company Metaplanet, Simon Gerovich, posted on the X platform in response to the controversy surrounding the company's equity incentive plan and MMXX Ventures. Gerovich admitted that the company "failed to adequately explain" the incentive arrangement known as "Series 10 Stock Options" and stated that he is a "significant but non-controlling shareholder" of MMXX's parent company, not involved in its trading decisions.The controversy stems from a stock rights plan established in December 2022, with a reward pool set at 20% of Metaplanet's fully diluted equity. After shifting to a Bitcoin reserve strategy in April 2024, the company dilutes existing shareholders with each new share issuance, while Gerovich's option rights increase accordingly. On August 18, the board canceled the floating adjustment mechanism, fixing the Series 10 pool at 319 million shares and setting a five-year lock-up period, but did not restore the reward pool to the level it was at when the Bitcoin strategy was initiated. On August 28, Gerovich exercised 92,000 Series 10 options, acquiring 64 million new shares, and currently holds about 6.2% of the company; he and MMXX together hold over 27% of the fully diluted equity.Shareholders expressed dissatisfaction. A shareholder using the pseudonym The Bitcoin Pharaoh stated on X that the adjustments in August were "a step in the right direction," but demanded that Gerovich address the issues that have arisen, disclose the owners of MMXX, and restore the reward pool to the level it was at when the Bitcoin strategy was initiated.

Researchers disclose Solana PoH clock attack vulnerability: Transition risks remain unresolved before Alpenglow upgrade

According to CryptoSlate, researchers from USENIX Security have publicly disclosed a clock attack vulnerability targeting Solana's Proof of History (PoH) mechanism, which was privately reported to the Solana development team back in December 2025. The research shows that a malicious scheduler leader can manipulate the PoH logical clock by "re-anchoring," slowing down the advancement of logical time, thus gaining a longer transaction selection window in physical time, and isolating honest leader blocks using the TowerBFT fork choice mechanism, with the required staking ratio for the attacker being less than 33%.The Alpenglow security competition with a reward of 50,000 SOL under Anza concluded on August 19, but the vulnerability was excluded from the review scope due to the competition rules that state "actions that can only be triggered when Alpenglow is not activated." The Solana development team stated that they are aware of the related behavior, believe that the probability of the most severe scenario occurring under current conditions is low, and expect that the Alpenglow upgrade will fundamentally eliminate the prerequisites for the attack. Currently, the Alpenglow code has been included in the Agave 4.2 client but has not yet been activated on the mainnet, and is expected to go live with Agave 4.3. Until then, the transitional risk of this vulnerability has not been publicly analyzed or addressed at the implementation level.

Galaxy: The structural issues in strategy have not yet been fully resolved, and it is necessary to explore ways to generate income from its BTC holdings

Galaxy Research Director Alex Thorn stated that the capital management adjustments announced by Strategy on Monday mark an important turning point. In the weeks prior, the "digital credit" system of Strategy's preferred shares faced pressure, with the preferred share STRC falling below its $100 par value and hitting a historical low of $71.25 on June 26, leading the market to question how the company would pay the increasingly high preferred share dividends.Strategy subsequently announced a new digital credit capital framework, including a board-approved dollar reserve policy, a revised STRC dividend policy, a $1 billion preferred securities repurchase authorization, a $1 billion MSTR common stock repurchase authorization, and a BTC monetization plan. At the same time, the board raised the annual dividend rate of STRC from 11.5% to 12%, applicable to semi-monthly dividends for record dates on or after July 1. Following the announcement, MSTR rose 12.6% to about $92.70 on Monday, while STRC increased by 12.2% to about $83.70.Thorn believes that Strategy's approach is wise, but it may not permanently resolve structural issues. The company still has a large preferred share system and ongoing payment obligations, and it will face $6.7 billion in convertible bonds maturing in 2027 and 2028. The market is not truly concerned about Strategy's lack of assets, but rather whether it has sufficient dollar liquidity to pay dividends without harming BTC holders, MSTR common stock shareholders, or preferred shareholders. By raising over $1 billion in cash through the sale of common stock, setting a minimum cash reserve policy for 12 months, and increasing the current cash coverage ratio to about 17 months, Strategy has bought itself time.The most controversial aspect is the BTC monetization plan, which seems to clearly indicate that Strategy may sell BTC from time to time. Thorn does not want to see Strategy sell Bitcoin, as the company's identity and the MSTR premium are built on its narrative as a long-term BTC exposure tool, and selling BTC would undermine that story.However, he also believes that if selling a small amount of BTC can prevent a disorderly spiral in the capital structure, protect preferred shares, and wait for a better market environment, this path can be justified. Strategy should explore how to generate income from its BTC assets without directly selling spot BTC, including conservatively lending a small amount of isolated BTC or using options strategies to capture volatility gains.

The Resolv Foundation announced an attack handling solution and launched a new business line, Vault Street, for RWA

According to official news, the Resolv Foundation has released a complete recovery framework following the protocol security incident. Previously, on March 22, 2026, the protocol was attacked due to a security vulnerability, resulting in the illegal minting of USR tokens entering the market. The protocol subsequently suspended operations and entered recovery mode. Resolv stated that USR was designed as a "premium layer" stable asset backed by collateral, while RLP served as an "insurance layer" to absorb losses. According to the recovery plan, USR/wstUSR held before the attack will be exchanged for USDC at a 1:1 ratio, while USR purchased after the attack will be processed at a 1:0.5 USDC ratio; RLP holders will recover approximately 60%+, with part of the compensation distributed in the form of RESOLV tokens. The official compensation application window is open for three months.At the same time, Resolv announced the launch of a new business line called "Vault Street," managed by the Resolv Foundation, focusing on the distribution and structured yield products of tokenized real-world assets (RWA). The first product, primeUSD, has entered the private testing phase, open to professional institutional investors, allowing users to participate in leveraged U.S. Treasury yield strategies through stablecoins. Resolv stated that this product combines structured financing experience from traditional finance with on-chain DeFi infrastructure, aiming to build an institutional-level RWA yield distribution platform. White House Advisor: Multiple differences in the "Clarity Act" are gradually being resolved, and the compromise plan for stablecoin yields is expected to be maintained

Patrick Witte, the Executive Director of the White House Digital Assets Presidential Advisory Committee, stated on Monday that substantive progress is being made in Senate negotiations surrounding the Clarity Act, with a compromise reached on the issue of stablecoin yields expected to hold, and the focus of negotiations has shifted to other unresolved topics.The issue of stablecoin yields was previously the biggest obstacle to advancing the bill. Banking lobbyists successfully persuaded some senators that providing yields similar to bank interest to stablecoin holders would threaten the traditional banking deposit base, causing the bill to reach an impasse. Witte stated, "We hope that the compromise reached will be durable and stable. Resolving this issue is a prerequisite for advancing other pending matters." Last week, the White House economic advisors released a report downplaying the risk concerns raised by the banking industry; in response, the American Bankers Association rebutted on Monday, claiming the White House's arguments were flawed.In addition to stablecoin yields, the bill also faces several disagreements, including illegal financial protection mechanisms in the DeFi space and a demand from Democrats to prohibit senior government officials (specifically targeting President Trump) from profiting from the crypto industry. Witte did not disclose which topics have reached consensus but indicated that negotiations have "made considerable progress behind the scenes," stating, "We are very close to comprehensively resolving these issues." The Clarity Act still needs to go through the Senate Banking Committee's markup review process before being submitted for a full Senate vote. Witte expressed optimism about reaching a final agreement, noting that many issues that previously seemed stuck have gradually been resolved.
