first_img The House Oversight Committee investigates the proposal from the Delaware AI entity operating company

According to Decrypt, James Comer, the Chairman of the House Oversight Committee (Republican from Kentucky), has launched an investigation into a proposed company entity in Delaware that would be operated daily by AI entities. In a letter to Delaware Governor Matt Meyer, Comer stated that the proposed "Artificial Intelligence Company" (AIC) could exempt AI companies and their investors from liability for damages caused by AI entities, and he requested the governor to submit relevant documents and communications, including "internal AI chat logs," by November 9.The proposal was announced in July in a joint article in Fortune by Delaware Secretary of State Charuni Patibanda-Sanchez and Norm Ai CEO John Nay, positioning it as a public-private partnership led by Norm Ai.By design, the AIC could sue and be sued, hold property, and assume obligations under the direction of AI entities; its sole member must maintain sufficient capital and is not liable for the company's debts except in cases of incomplete capitalization, fraud, or willful misconduct. The AIC can only operate within a regulatory sandbox for 30 months, must disclose its identity to counterparties, and is prohibited from conducting banking activities.Comer also questioned the role of private sector participants in the proposal, stating that the Delaware AI Commission's report due in December 2025 did not mention a security risk assessment or consult independent experts, and the Secretary of State's office refused to clarify its relationship with an AI company involved in the project. He stated that this information could inform federal legislation, including proposals to limit state-level AI regulatory initiatives. The Secretary of State's office denied that the plan is a liability waiver arrangement, and Governor Meyer defended it, with state legislators expected to review the legislative proposal in January.

The Finance Committee of the French National Assembly passed an amendment on the stablecoin exchange tax and the crypto exit tax

According to Decrypt, the French National Assembly's Finance Committee passed two cryptocurrency tax amendments this week: starting from January 1, 2027, exchanges of stablecoins regulated by MiCA will be considered taxable sales; and a departure tax will be imposed on tax households relocating overseas with a total value of cryptocurrency assets exceeding 800,000 euros. The committee rejected the budget revenue portion with a vote of 31 to 3, and the full National Assembly will review the original text from the government. The aforementioned amendments will not be automatically included; supporters must reintroduce them during the debate starting on October 13, with a formal vote scheduled for October 20.The related measures have not yet become law. The stablecoin amendment was proposed by left-wing GDR party member Nicolas Sansu and 16 co-signers, applicable to electronic money tokens as defined by MiCA. The amendment does not set a new tax rate but aims to include the related revenue under France's existing unified tax system of 31.4%.The committee also passed an amendment proposed by Daniel Labaronne, allowing investors to carry forward cryptocurrency asset losses for 10 years to offset future gains. The proposed departure tax applies to taxpayers who have been French tax residents for at least 6 of the past 10 years and whose cryptocurrency assets, including custodial assets, have a total value exceeding 800,000 euros.

first_img OpenAI: Teenagers use ChatGPT for less than 15 minutes a day

OpenAI released its first report on teen usage on Wednesday, stating that teenagers use ChatGPT for an average of less than 15 minutes a day, with less than 2% using it for more than 3 hours continuously. The company noted that in conversations where break reminders appeared, nearly half of the users chose to take a break or ended the conversation within 5 minutes.OpenAI launched ChatGPT for Teens in August. This mode automatically activates based on age information or when it estimates the user is under 18, providing parental controls and limiting discussions on sensitive topics. The company stated that users of the teen version sent more education-related messages and used tools like learning visualization and Study Mode, and are considering adding learning features such as college application planning, flashcards, and quizzes. The nonprofit organization Common Sense Media reported on the same day that ChatGPT for Teens often notifies parents late or not at all when teen accounts discuss suicide, self-harm, or eating disorders. This study was based on more than a dozen accounts created for testing and found that the chatbot does not reliably suggest crisis hotlines or professional help. An OpenAI spokesperson stated that the test does not accurately reflect the actual operation of protections, and due to safety and scale reasons, the association of parents with teen accounts and safety reminders may take several hours to take effect.
